John Foster, an international oil economist with more than 40 years of experience, became interested in the role of petroleum in conflict when Canadian troops first went to Kandahar. As one intervention followed another — Iraq, Libya, Syria, Ukraine, and now Iran and Venezuela — he found each had a petroleum story. He looked at oil-producing countries and pipeline transit countries, military interventions, tensions around sea routes, and economic sanctions.
